CCTV Evidence and litterring

(Not earth shattering I know but...)

My local council asserts that (re. Littering)  CCTV evidence is not enough and 2 persons witness support is needed to take action.  I fear they may have been ill-advised...... We all know of the 10's of thousands of speeding prosecutions every year on CCTV/speed cameras alone.  Would CCTV evidence alone be sufficient for a competent solicitor and PF to effect a successful prosecution for littering?  Clearly the CCTV evidence would have to be sufficiently clear to effectively identify the culprit.
