Is it legal for a shop to buy goods from another shop and then resell them in its own store?  Is there any laws governing this? Thanks

A shop is just a business at the end of the day.

Look at it this way, shops buy stock from manufacturers or distributors who are just "shops" for shops.

Buying from another shop is legal and at worst will reduce the buying shop's profit margin.
