right of use  dead and alley

Old street property Alley owned by new neighbour of 4 years. no problem we live next door 20 yr with right of use in deeds. Me old seafarer.

Wife gives permissin for gate at road end probably make it safer. Not a drive way but could just take a car.
A padlock appears on gate locked most day and night. Aggressive dog put into area. Have complained twice  due to being attacked execising my right of use. We quiet family grand kids can longer access. due to dog and locking gate problem. Me at sea leave 64 yr old wife on own with heart problem. Neighbours do not want to discuss.

Advice please
