Interim Contact Order

My friend is currently going through a divorce in our local Sheriff Court. Until Proof, she has been granted an Interim Residency Order for their two children (both under 16) and her estranged husband an Interim Contact Order. Her estranged husband now refuses to exercise the contact detailed in the order which obviously makes it difficult for her to plan her time. Does she have any options? Can he simply refuse and she has to accept his non-compliance? Angry
