Confirmation of a last Will & Testament

Why does the HM Commissary give Confirmation on a deceased's Will without checking it is the last Will the deceased wrote ?
Surely if there is a later Will the HMCommisary must look at it and withdraw Confirmation on the previous Will ?
In giving Confirmation to a Will that is not a last Will they are denying a deceased person to their last wishes ?
Can someone please explain why I was denied the opportunity to present my mum's last Will ?
